The Sniper King, also known as Sogeking, is actually Usopp in disguise. He adopts this persona during the Water 7 and Enies Lobby arcs of the series. It's Usopp's way of being part of the action and supporting his crew, while also dealing with his own fears and insecurities.

Sniper King? Oh, you mean Usopp's cooler, braver alter ego, Sogeking! Dude wears a mask and sings his own theme song. Can't get any more epic than that.

Sogeking is just Usopp trying to be cooler. But we all know there's only one true sniper on the Straw Hat crew and that's Usopp himself, mask or no mask.
