I think Chrollo Lucilfer, the leader of the Phantom Troupe, is a pretty formidable villain. His ability to steal and use other people's Nen powers makes him incredibly dangerous.

Feels like a hot take, but I have to go with Neferpitou. Yeah, Meruem’s strong, but Pitou’s insane healing and combat skills can't be ignored.
