Baryon Mode Naruto hands down! When he activated Baryon Mode, he became basically unbeatable. Even Isshiki was sweating bullets!
Isshiki Otsutsuki is probably the strongest. Dude even gave Naruto and Sasuke a run for their money without breaking a sweat.
Kawaki, especially after he embraces his karma powers, is definitely a contender for the strongest. His battle instincts and abilities are top-tier.
Sasuke, especially with his Rinnegan, has to be mentioned! He's still one of the top ninjas in the series.
