You need the Scanner Room blueprint first! Look around wrecks in the Grassy Plateaus or the Sparse Reef.

Make sure you've scanned three Scanner Room fragments to get the blueprint! It’s usually found in the Grassy Plateaus or the Shallow Areas near wrecks. Happy scanning!
