Had the same issue, turned out to be an admin permissions thing. Run the uninstaller as an administrator, and it might just do the trick.
Just delete the system32 folder, that'll sort everything out... Joking! PLEASE DON'T DO THAT. Seriously, check the platform you used to install GTA. Uninstall options vary whether it's Steam, Epic, or Rockstar's own launcher.
