Boss can't use Nen 'cause he either never learned it or ain't interested in mastering it. Simple as that!

In Hunter x Hunter, Nen is a complex art. Some characters simply don't have the talent or the desire to train in it. Boss might be one of those folks.

Because not everyone in Hunter x Hunter is meant to be overpowered! Nen isn't a necessity for every character to be interesting.

Honestly, the writers probably just decided that Nen didn't fit Boss's character or story arc. Sometimes, it's all about plot and character consistency.
