Wait until your app updates! Sometimes new features, including adding friends, roll out slowly.
You need to link your Nintendo Account to the game first! Go to the in-game menu, and you'll see the option there.
Make sure both you and your friend have linked your Nintendo Accounts to Mario Kart Tour. Then, you'll be able to add each other.
