You can't build a weapon workshop in Fallout Shelter if you haven't reached the required level. The game requires your vault to reach a certain population before it unlocks the ability to construct specific rooms. For the weapon workshop, you need to have 22 dwellers in your vault. If you're below that, time to recruit more dwellers!

Check your vault population! You need 22 dwellers to unlock the weapon workshop. Also, make sure you've got enough caps. Building stuff isn't free, ya know.
