You might be in a place on Facebook where creating a poll isn't allowed, like a personal profile or certain pages. Groups and events are your best bet.
Not all Facebook features are available on mobile, so try switching to the desktop version.
I've had this issue too! You'll need to use the desktop version of Facebook. Some features are just easier to access on a computer.
