I had this issue once. Had to clear the cache and data from my app store, then it finally worked. Try that!
If you're using a kid's account, parental controls might be stopping you. Check with the big bosses (aka your parents) to see if that's the case.
Make sure your device meets Snapchat's minimum requirements. You need iOS 10+ or Android 4.4+. If your OS is outdated, that could be the issue!
