Make sure you're old enough in the game. You can't adopt pets if you're still a kid.
Honestly, I never had an issue getting pets. Are you in the right menu?
Make sure your character is an adult and check the pet store or shelter! Sometimes it takes a few years in-game for pets to be available.
Are you sure you're looking in the right place? Go to the 'Assets' tab, then click 'Pets' and adopt away!
