Studio changes happen all the time in the anime world. Madhouse did season 1, J.C. Staff did season 2. Two words: scheduling conflicts.

Different studios = different priorities. Madhouse had other projects, so they passed season 2 to J.C. Staff. Simple as that!

One Punch Man changed studios between seasons 1 and 2 to manage production schedules better. Madhouse, the studio for season 1, had a busy slate, so J.C. Staff took over for season 2.
