I think the pacing issues in Tokyo Ghoul season 3 come from trying to fit too much plot into 12 episodes. They covered almost 120 chapters of the manga, which is a lot!

Season 3 felt rushed because the creators wanted to wrap up the story quickly. They skipped some of the slower arcs in favor of the action-packed moments.
