Captain Marvel didn't snap because it was always meant to be Iron Man's moment. The whole narrative built up to Tony Stark's redemption and sacrifice, making it one of the most emotional points in the MCU. Plus, Captain Marvel, despite being super powerful, was relatively new to the Avengers and the fans. Having Tony, a beloved character since the beginning of the MCU, be the one to snap added to the depth of his character arc.

She didn't because she was busy holding off Thanos' spaceship and saving the universe in her own way. Not everyone needs to snap to be a hero!
