Hulu doesn't have all of Naruto Shippuden dubbed because their deal didn't cover every episode. Crunchyroll might have more, check there!
Dubs are expensive and take time. Hulu probably hasn鈥檛 gotten around to getting them all. Patience or try another service!
It鈥檚 all about licensing agreements. Hulu might not have secured the rights for all dubbed episodes, so they only have what they could get.
