It's just the TV trying to protect your eyes! Some scenes get dimmed to prevent issues like seizures from rapid flashing lights.

As someone who's been watching My Hero Academia since Day 1, I can tell you it's mostly due to broadcast regulations. They need to tone down some intense scenes for younger audiences.

It's probably because of the censorship laws in Japan, which require some scenes to be dimmed or altered to reduce the intensity of violent content or flashing lights.
