All Might's body just doesn't show the electricity effect! Different bodies, different visual quirks (no pun intended).
All Might doesn't get green electricity because his Quirk, One For All, manifests differently in each user. Deku's lightning is a visual sign of him tapping into the true power of One For All in a way All Might never did.
Fun fact: each bearer of One For All experiences unique manifestations of the Quirk. Midoriya's green electricity is just his distinct trait.
Hot take: The green electricity is just an anime thing to show off Deku's power-up moments. All Might doesn't need flashy effects to be awesome.
