Honestly, sometimes the servers just act weird. A quick reboot or network check can do wonders!
The Division 2 primarily focuses on instanced gameplay, so expect to see other players mainly in safe zones and Dark Zones.
You might not be in a social space or Dark Zone where players are visible. Most of the game world is instanced for solo or co-op play.
