Finny's superhuman strength comes from being subjected to cruel human experimentation in a lab before he was rescued by Ciel. Those experiments messed with his DNA and gave him his incredible abilities.
Finny's strong because of some rather nasty scientific experiments back in his past. They made him superhuman, but at quite a cost.
