It's a play on words. The game revolves around car theft and other criminal activities, so naming it 'Grand Theft Auto' is both literal and ironic, considering you do a lot more than just steal cars. You're basically living the life of a criminal mastermind.
Because it's literally about committing grand theft auto - stealing cars. And then some. But yeah, mostly the car thievery part.
