They censor it to make sure it can air on television without causing too much controversy. The uncensored versions are usually available on DVD or Blu-ray.

High School DxD Born is censored mainly because of its explicit content. The series has quite a lot of fan service that isn't suitable for all audiences, so broadcasting networks and streaming services often censor it to meet content guidelines.

You can't handle the full power of Rias Gremory without some censorship on TV! Seriously, it's just to make it suitable for wider audiences.

Censorship helps the show reach a wider audience without getting flagged for mature content. Just get the uncensored releases for the whole deal.

It's all about those TV regulations. If you wanna see the, uh, 'full' experience, grab the Blu-rays or find a streaming service that offers the uncensored version.
