It's because Naruto lost his arm in the battle with Sasuke in Naruto Shippuden. The wrap covers his prosthetic.

Naruto's arm is wrapped up because he lost it during his final fight with Sasuke. He has a prosthetic arm now.

Naruto's arm is wrapped because he lost it in his epic battle with Sasuke at the end of Naruto Shippuden. Tsunade crafted a prosthetic arm for him using Hashirama's cells, but Naruto often leaves it wrapped up, keeping it low-key. Classic Naruto style!

Simple – Naruto lost his arm during his last fight with Sasuke and now he has a prosthetic wrapped up.
