One eye is red because Kaneki is a half-ghoul. Full ghouls have both eyes turn red, half-ghouls only have one!

Kaneki's single red eye signifies his status as a half-ghoul. He only has ghoul powers in one eye because he received ghoul organs from Rize, not a complete transformation!
From personal experience watching the show, it's because Ken Kaneki is a half-ghoul. Rize's organs made him part ghoul, so only one eye turns red.
Honestly, it鈥檚 cooler and more dramatic. Also, it visually sets him apart from full ghouls.
