Honestly, fanservice just sells. It's a tactic to keep a broader audience hooked since, let's face it, not everyone is just in it for the story. You get the epic battles, and then some, uh, eye candy to break things up.

Fanservice is pretty common in shonen anime like My Hero Academia to keep viewers engaged and add some light-hearted moments to balance out the intense action. Plus, it helps, uh, boost merchandise sales... No complaints here!

I think they do it to make the characters more relatable and to add a bit of fun in between all the intense hero training and battles. Keeps things light!
