Levi's not in the live-action Attack on Titan movie because the filmmakers wanted to focus on different characters and keep the story more streamlined. They introduced new characters instead!

They left Levi out of the movie to focus on Eren and Mikasa. Plus, some things just don鈥檛 translate well from anime/manga to live-action.

As someone who was super bummed about Levi not being in the live-action movie, I read that the creators wanted to create a new dynamic and not just copy the manga/anime. Different medium, different choices!
