They left Levi out of the movie to focus on Eren and Mikasa. Plus, some things just don鈥檛 translate well from anime/manga to live-action.
As someone who was super bummed about Levi not being in the live-action movie, I read that the creators wanted to create a new dynamic and not just copy the manga/anime. Different medium, different choices!
Hot take: No Levi in the movie? I think they just wanted to avoid overshadowing the rest of the cast with his epicness.
