Adding multiplayer would require significant redesigns and resources. It's a complex game, and keeping it single-player helped them polish it up nicely.

They made it single-player to provide a more immersive and personal survival adventure. Sometimes it's better to be alone with your thoughts... and the occasional giant leviathan.

The devs wanted to focus on delivering an intense single-player experience and nailing the atmospheric exploration. Multiplayer would have been a whole other deep sea beast to tackle!
