Plants vs Zombies 2 isn't coming to the 3DS mostly because of business decisions. The 3DS market is smaller compared to smartphones and newer consoles, so game developers prioritize platforms where they can reach a larger audience. 3DS just wasn't the right fit. Mobile gaming blew up, so they went where the action (and money) was.
