Plants vs Zombies 2 isn't coming to the 3DS mostly because of business decisions. The 3DS market is smaller compared to smartphones and newer consoles, so game developers prioritize platforms where they can reach a larger audience. Plus, the focus has shifted towards mobile and PC gaming, with PvZ 2 being free-to-play with in-app purchases, which fits mobile gaming better. PopCap Games never planned a 3DS release, likely due to the platform's decline in popularity compared to mobile devices.
3DS just wasn't the right fit. Mobile gaming blew up, so they went where the action (and money) was.
