Attack on Titan's setting is heavily inspired by European culture and history, which likely influences the lack of racial diversity. However, the character Onyankopon, who is Black, does appear later in the manga.

I think it's just a creative choice by Hajime Isayama to focus on a certain aesthetic. Comics and anime often reflect the artist's vision more than real-world demographics.
