Make sure your TikTok app is updated; sometimes bugs in older versions can mess with linking accounts. Also, check if Instagram is already linked to another TikTok account because you can't link one Instagram to multiple TikToks!
From my experience, you need to ensure your Instagram isn't set to private; TikTok sometimes has issues linking private accounts.
