Will not let me start quest in Fallout Shelter

Make sure your game's up to date. A lot of times quests bug out 'cause you're running an old version.
Honestly, it's probably just a bug. Wait for an update or contact support.
Is your vault door upgraded? Some quests won't kick off if it is. Try downgrading.
Just send dwellers to the wasteland, then call them back and try to start the quest again. Worked for me.
