From my experience with Bethesda titles, I'd say it's more about exploration and less about settlement building. But, you never know what mods might add in the future!

While Starfield offers expansive worlds to explore, there hasn't been specific mention of player-built settlements like in Fallout 4. However, you can expect plenty of planets to call home while you're saving the universe!
