Yes, Xbox games can download while the console is off if it's in Instant-On mode. Just make sure you've got that setting enabled in the power options!

You gotta have your console in standby (Instant-on) mode and not energy-saving mode. Otherwise, no dice!

Nope, if your Xbox is in Energy-Saving mode, it won't download anything while it's off. Switch to Instant-On for background downloads.
