In Subway Surfers, when you 'stumble,' it means you've hit an obstacle but not hard enough to get caught or end the game. It's like tripping over a hurdle but still managing to keep on running. You'll notice your character slows down a bit, giving that grumpy Inspector and his dog a chance to catch up!
