Good luck, you'll need it. Eevee's are all over but also kinda nowhere. Stick to Area Zero and cross your fingers.

I caught my Eevee near the Research Station in Area Zero! It took a bit, but totally worth it for that fluffy little guy. Make sure you've got plenty of Poké Balls.
