Honestly, wandering around and finding them as loot is more fun than buying. But if you must, Pokemon Centers got you.

In Pokemon Scarlet, you can buy TMs at any Pokemon Center. Look for the blue vending machine, it's hard to miss! These machines have a variety of TMs for sale, and the selection updates as you progress in the game. Also, don't forget about the Delibird Presents shops scattered around the Paldea region; they stock exclusive TMs you won't find anywhere else.
