Bulbasaur isn't just wandering around in the wild in Pokémon Scarlet. You've gotta work a bit to get this classic starter. Your best bet is to trade for it. Find someone who has a Bulbasaur and is willing to trade. Another way is to transfer it from previous Pokémon games through Pokémon HOME, which is set to support Pokémon Scarlet and Violet sometime after their release. So, keep your eyes peeled for that update!

Got Bulbasaur through trading! Honestly, it's the easiest way. Tried looking in the game, but no luck finding it wild. Trading was a breeze though!
