Honestly, just trade with friends. The in-game purchase is there but why not enjoy the social aspect? Plus, trades can sometimes get you that stone faster if you're not near a Delibird Presents shop.

You can buy Ice Stones in Pokemon Scarlet and Violet at the Delibird Presents shops found in the game. There's one in Mesagoza, Cascarrafa, and Levincia. Just head in, talk to the clerk, and you should see the Ice Stone available for purchase if you've progressed far enough in the game.
