You can't buy PP Max in shops in Pokemon Scarlet or Violet. Your best bet is to find them as hidden items on the ground, in caves, or by winning Max Raid Battles. Sometimes, they're rewards for defeating strong trainers too!

PP Max? Just explore! They don't sell it in any store. You gotta earn it by adventuring or crushing some Max Raid Battles.
