Try the beaches near Levincia, seen a bunch there during my playthrough. Not sure if it's the best spot, but it worked for me.

Honestly, just surf around any large body of water in Paldea. Gastrodon isn't super rare, but it might take a bit of patience.

Gastrodon hangs out in the East Paldean Sea areas mostly. You'll find it splashing around there, especially during overcast or rainy weather. Just stroll along the beaches and near water bodies in those regions. If you're lucky, you might spot both the West Sea (pink) and East Sea (blue) forms depending on your location!
