Ralts can be a tricky lil' bugger to snag but totally worth it for that Gardevoir or Gallade endgame. You wanna head on over to the South Province (Area Two) or the West Province (Area One). Both spots got decent spawn rates for Ralts. Just keep your eyes peeled and maybe use some of those Sweet Honey items to boost your chances. Happy hunting!
