Honestly, just use the Picnic feature. Camping out in areas where Cottonee is known to appear increases your chances. Plus, you get to enjoy some downtime with your current team.

Cottonee in Pokemon Scarlet can be a bit elusive, but don't worry, it's out there! You'll have the best luck finding Cottonee in grassy areas, especially near where you find other fairy or grass-type Pokémon. The South Province (Area Two) is a good place to start. Just wander around the grassy patches there, and with a bit of patience, Cottonee should pop up!
