Actually, it's all about the fossils. You don't 'find' Cranidos roaming around like other Pokémon. In Scarlet, you need to get your hands on the Skull Fossil and take it to the Fossil Restoration NPC in Cascarrafa. They'll bring your Cranidos to life. No traditional hunting required!
