Honestly, catching Duraludon is more trouble than it's worth. There are better Steel types in the game. But if you're set on it, Glaseado Mountain during a snowstorm is your best bet.

Just roam around Glaseado Mountain, that's where I caught mine! Weather plays a big role, so if it's snowing, you're probably in luck.
