Gulpin? Just head to South Province (Area Two). Easy peasy.

Tried looking for Gulpin in all the usual spots but no luck. Ended up finding mine completely by accident near a small pond in South Province (Area Two). Don't just stick to the grass, they can appear near water sometimes too!
