Honestly, just explore and battle. You'll stumble upon tons of PP Up without even trying. They're literally everywhere.

You can buy PP Up at Delibird Presents shops found in various towns throughout Paldea. These shops have all kinds of helpful items for your journey, and PP Up is usually one of them! It’s a bit pricey but totally worth it for powering up your favorite Pokémon's moves.

I think they made PP Up way too easy to find in Scarlet. Kinda takes the challenge out.
