Just buy it at a TM shop lol. Most towns have one.

Found it by accident while running from a very angry Bewear in West Province (Area Two). The TM was just lying there, sparkling. So yeah, that's where you'll find Stomping Tantrum. Also, watch out for Bewear.

IDK about Scarlet, but in Violet, I found Stomping Tantrum's TM chilling near some ruins in West Province (Area Two). Wouldn't surprise me if it's in the same spot in Scarlet. The game usually mirrors item locations across versions.
