I think it's one of those 'up to your interpretation' things. But, come on, all signs in the lore kinda point to China.

Actually, it’s never explicitly stated. The game keeps it a bit mysterious, but most fingers point towards China given the lore.

China, no doubt. The game hints at it plenty, even if it doesn't spell it out in neon lights. The whole pre-war tension was with them!

In Fallout 4, the game doesn't specifically state who launched the nukes that devastated America. The story sets up a pre-war world teetering on the brink of nuclear annihilation, with tensions high between the United States, China, and the Soviet Union. It's heavily implied that China was the one, but it's all left quite ambiguous to focus more on the post-apocalyptic world and less on the 'who did it'.
