This issue usually happens when there's a hiccup in your game files or your connection to the VAC servers isn't as smooth as it should be. Try verifying the integrity of your game files on Steam: right-click CS:GO in your Steam Library, go to Properties > Local Files, and click 'Verify integrity of game files...'. Also, make sure your antivirus isn't blocking any of CS:GO's files!

Just restart your computer and router. Sounds too simple, but it fixes the VAC verification issue more often than not. Magic, but it works.

Had this problem last week! Turns out my firewall was the culprit. Make sure CS:GO and Steam are allowed through your firewall. Also, running Steam as an administrator can work wonders.
