Had this issue before, drove me nuts! Turned out, my GPU settings were overriding the game's. Check your graphic card's control panel, and make sure it's set to 'Aspect ratio' or 'No scaling' if you're not into stretching. Fixed it for me!

Oh, the mysterious case of the black bars! It's usually because of your aspect ratio settings. CS:GO lets you play in different aspect ratios, but if your monitor's aspect ratio doesn't match your in-game settings, you get those stylish black bars. Try setting the game's aspect ratio to match your monitor's; for most, that's 16:9.
