Just update your drivers, dude. 9 times out of 10, that's the problem.

Had this issue last month! Turned out, CS:GO and my antivirus were not getting along. Added CS:GO as an exception to the antivirus and boom, problem solved. Also, make sure your PC isn't overheating; CS:GO can be surprisingly demanding.
